So taking an educated risk is negligence? Look at the money they could make by winning the league. I'm hearing 60 million or thereabouts and spending 10 or 12 to more or less assure that doesn't seem like a gigantic risk.

Any money spent is a risk and businesses (especially plc’s) generally adopt a low risk “safe” strategy. It’s apparent with us however that we operate at the extreme lower end of the spectrum.
Private businesses tend (although not always) to adopt a bigger risk/higher potential return model.
It’s the same in any industry and if you look how your pension advisor utilises your funds they’ll put minimum sums if any into high risk ventures. Unless you instruct otherwise of course.
And then there’s the first priority of a plc which is to maximise return and adopt a low risk approach to their investors. Customers are guaranteed with us so it’s not as though they’ve any real incentive to change and we forget how they managed us through very difficult financial times in the past.
