They neither accept it.
Even if Chelsea leaked it to the media, its not wrong in my opinion. Barcelona are doing the same year after year. They are not fined. it happens to every big and rich club in this world.

He's got history of pushing up players prices, squeezing what he can from clubs. He has everything to gain for making it public.
You havent shown me where Chelsea have made the public. Only official link I can find is one of Tottenham making it public. Why couldnt Levy keep his mouth shut and leave everything to press rumour gossip.
He's just getting the ball rolling in terms of the fee. Thats what he gets out of it.

United and City were(are) interested in Modric and we don't know for sure for how much they bid him. Rejecting Chelsea's 22 million gives signals to remaining clubs they have to make a far better offer than this -
