James Pearce of the Echo did a Q&A time online with LFC fans to discuss the club and it's current state of affairs. There are a number of issues which he has given answers for in no way would I say it is gospel truth but some answers have come up that might be of interest. I will copy and paste some of his answers that may be of interest to people on this site and can be discussed....
Asked if money will be available in January?
"there will be money available to spend in January. If Walcott doesn't sign a new deal at Arsenal before January, I'd expect Liverpool to make a bid for him. He's a player Liverpool would have bid for last week if they had secured a permanent deal for Carroll."
Asked why we never got Dempsey?
"The reason LFC didn't buy Dempsey wasn't because there was no cash, it was because FSG weren't prepared to spend £6m on a 29-year-old. They insist there was money available for a younger attacker such as Sturridge."
Asked why we never got Sturridge?
"the manager wasn't convinced that at £15m it was the right deal for the club. He wanted to take Sturridge on loan first with a view to a permanent deal. Chelsea were happy with that but the player would only have moved on a permanent basis this summer."
He goes on to agree we should have signed Dempsey and the club made a mistake and the FSG policy is to strict and others agree and use United buying RVP as an example of buying established players paying dividends...
Asked about FSG running the club from USA instead of UK?
"When I was in Boston on the pre-season tour John Henry made it clear the owners had become much more hands on with the running of the club. But there was certainly a breakdown in communication last week. FSG know it should have been handled better."
Agger new contract?
" I'd expect Agger to sign a new deal over the coming weeks. One of the big plusses of the window was keeping him from the clutches of Man City."

Interesting. More or less confirms everything I thought.
Ayres had no say in the decision not to fund Dempsey and will not be sacked. The 'older players, low resale value' part of the transfer policy is obviously imposed by FSG. I wonder if that will satisfy those who were calling for Ayre's head. Who will they blame now?
Still puzzled why FSG's media outlet told the world that we'd signed Dempsey if they weren't prepared to pay a reasonable price for him.

Who decides what is "reasonable" ?

Grizzly, Adam smith's invisible hand. According to the OP FSG wouldn't go over 3Mill. Villa and Spurs both offered 6-7. Which appears to be reasonable?

I thought Pacheco looked good too, but then I have always hoped he would come good, has natural talent above a lot of players in our squad, must be the way he trains.
If reports are to be believed we offered cash plus players on loan like Adam/Spearing/Hendo/Shelvey, which is of higher value than spurs paid, they just really wanted to put our nose out.
I am personally happy we kept Shelvey, I think in a few weeks we will have forgotten all this nonsense.
Would having just Dempsey to this squad make a massive difference? No.

Good to see we've got scouts from Man City. They'll be well used to unearthing young players with potential.

I find the owners' reluctance to splash out £6m on Dempsey a little strange considering how FSG are a) American and b) pretty canny with marketing deals etc.
Surely most of the fee would have been recouped in shirt sales/sponsorship deals in the US involving Dempsey. He's pretty much the USA's biggest start after Landon Donovan...
