Feel free to disagree but Chelsea have undoubtedly gone up in the super-power rankings because of him.
If Jose, Carlo, Terry, Frank, Ashley etc are the bullets then Roman has undoubtedly been your Gun.
Is his decision making questionable? Probably, but nobody can doubt that it's been beneficial to the growth of Chelsea FC.
So, is Roman the best thing to have ever happened at Chelsea ?

The best thing to happen to Chelsea was Glenn Hoddle. Started the whole revolution bringing in Gullitt and Hughes and it snowballed from there culminating in two FA cups, a League Cup, a CWC and two appearances in the CL all before RA took over.

The chain started with Hoddle, he brought in Guilit, which lead to a string of other high profile internationals becoming attract to the club including Zola. With this came a raise profile aswell as numerous domestic and continental cup triumphs + our first European Cup participation in which we preseted ourselves proudly. Following this came Ranieri, one of European footballs most hyped genuine managers at the time. With this solidified our position as a top 6 team until we qualified for the CL a second time in the 2002/03 season, making us a more attractive proposition to Abramovich than Spurs.
You can see a similar pattern with Man City...... same high profile superstar signings 5 years before takeover (Weah, Anelka, Fowler, etc...), two hyped up managerial appointments and a mini-revolution 12 months earlier making their foundation for an ascension strong.
