Why call it a 10 count if rising at 9 isn't acceptable?
Seems somewhat misleading, though I've never looked into the regulations and ruling.

Rising at a nine count is acceptable.
The controversy was that, the ref started his count when Tunney had been on the floor for 4 seconds.
The rule change was to do with the fighter going to a neutral corner after flooring his opponent.

didn't Tyson have Douglas on the canvas for around 13 seconds and there was a bit of controversy around that with Tyson not going to a corner quick enough

A fighter should be in the neutral corner before the count begins.
A fighter also has till the count of 10 to beat the count, Douglas did that.
