Tough one mate as we do not have any info to go on but I'll say Ferrari, Mercedes and Renault in that order.
A lot of people do not appreciate how great Ferraris engines have been over the past 3 years. I cannot think of a single failure they've had.
In terms of the ERS, Mercedes should have the best but redbull have got Newey so wouldn't rule them out too.
When we see some testing, I'll be more specific with my predictions

Unpredicatable.
2014 testing commences on 28th January at Jerez, followed by two sets of tests at Bahrain commencing 19 February and 27 February.
Forget what happens at Jerez as that is just a shake down on a circuit that does not have the characteristics of the tracks used for racing. The track surface is also very abrasive.
After Bahrain we may be able to formulate some predictions.
There is still a lot of uncertainty regarding the manufacturer with the superior power unit package.

nobody has a clue which teams will be competitive next year until the first qualifying of the first race , then and only then will we find out what"s what and who"s who -
anything else that we all may hear from whatever media source will be the usual pre season bollox because even they wont know who will be fully competitive until the first qual of the first race
the pre season tests are not going to tell us very much as to the competitiveness of the various teams but it will give a little indication as to the reliability of the new engines and all the parafanalia that is attached to them -
as to the drivers -- in my humble opinion it will again be a format that will benefit the more intelligent drivers such as vettel and alonso especially with the reduced fuel loads they will carry next year -
--- look out for grosjean to go well if the lotus is a decent package
