Say for instance Spurs or Livepool win the Europa, they get a spot automatically...
But if they also finish 4th.. Does that mean the fifth placed english team qualifies for next years champions league?..
If not, who gets it?

Also, another change we should remember is that UEFA are tightening up the Europa League access. If the Cup champions qualify for the Champions League (Arsenal) then the Europa League spot would not go to the runners up (Hull), but instead to the next highest league team (Man Utd). *
*Using teams from last season as an example.

No.
If you finish outside of the Champions League zones then the only way you can achieve qualification is by having won a UEFA competition in the previous season.

Yep, I get it now.
One might even say Spurs, Liverpool and even Everton are in a better position than Arsenal just now..
Still expect Arsenal to cement 4th though..

I was wondering about this too the other day...
I thought this was the FA's decision, something to do with garnering clubs attention back to the FA cup again..
It's better that it goes to the highest league teams though, competitively speaking.
Other side of that coin is the money small clubs can make..

Up until then it was at the discretion of the national associations- the FA- but UEFA have said that the runner-up should be ignored for the highest league position.
Which let's be honest, the Europa League with Manchester United involved is better than having Hull.
What it also puts an end to- and I don't think many have noticed this- is a scenario whereby a big club finishing 7th and missing out on Europe altogether and is then fresher to get top four in the following season: we've seen that two years in a row with Liverpool and United now. If those rules were in force last season Van Gaal would have had to contend with the EL and that could have affected league position.
These are small changes, but are positive I think.

The changes are just about keeping the big clubs big because the likes of Milan, Liverpool, Man Utd etc don't like not qualifying for Europe.
They have gone to UEFA and had a moan, like they do, and like they do, UEFA have bent over and invited them in like a backstreet ho.

I highly doubt Liverpool will challenge the top four or win the EL, Spurs are best set to get top four. However I can't see any English team winning the EL

I keep forgetting, you have Sturridge, Flanno and some other players injured. Spurs are just not playing fair and taking advantage of Rodgers inability to spend £100m and make a title challenge

Spurs are jammy little sh111ts. They are in a false position! They realistically should be 8-10 points worse off then they are now. There luck will run out there's no question about that!
