Spending in local shops all the time and also paying council tax/earning cash in the city and local area.

Nope in the circular flow of income they will be keeping the local economy turning over.

Every economy needs an injection of capital which comes from sources external to that economy.

In this case sources from outside the local area injecting cash / resource into the local area

We pay council tax and earn money in the City. But equally we use the services we pay for, ie health services, the police, rubbish collection etc etc.

Fans, home or away, that visit create jobs in the catering/hospitality industries, contribute towards the wages of cabbies etc. They don't use the above services, or are less likely to.
