The commentator just said he's dictating the game. In reality he's been very poor and if people genuinely believe that Rooney is playing well in midfield then England will never win anything.
He doesn't offer anything other than a cross field pass to Kyle Valencia. Is that really all one has to do to be defined as a good midfield player?

Rooney wasn't as good as the pundits said but better than Robb/the consensus here. I thought he played pretty well, a few excellent passes and touches, but for me he is a little slow of thought and conservative in his decision making compared with top class midfielders.

I roll my eyes when people describe this team as brimming with talent, a team to get excited by, impressive etc; this is a top-heavy team.
A surfeit of fine strikers but in midfield and defence, this team is truly bad. No single player in this England midfield and defence would get into the defence and midfield of the much-maligned golden generation.
Through the prism of this sea of mediocrity, Rooney has been ok, a mix of some good moments and a lot of so-so moments. He is no Kroos, Iniesta, Payet etc but in this CM - Wilshere excepted, and he is fragile- Rooney rises to the top.
I'd say that is a sad indictment of this England team.
The commentator however is indisputably wrong when he says Rooney has been dictating play.
As i was a lone voice - before it became call - when i called for an examination of Rooney at Manchester United and i was not impressed. I also call for the examination of Delle Alli: yes, he is a midfield tyro, but he had a decent season at Spurs and was gifted the no 10 role, two games, he has done nothing.
This a middling England team with a middling manager.

He does very very little for his lofty status in the game
The way that some just talk rubbish about him its ridiculous. He's average sprinkled with odd good moments. Has been for years
