Those are some bold claims being attributed to the club president in the article. Especially as all the Yank news outlets I've read say it's fake.
The player in question doesn't exactly set the pulses racing over here, but neither did Guendouzzi's when we first heard of him.
He'd probably have problems landing a work permit though. Doesn't matter how good he is. It would also take a special kind of 24-year old to agree to being farmed out on loan for a couple of seasons.
In any case, spending £11m on a random punt in the market doesn't sound so bad in 2018. So why not?
