Yes, the new goal kick rule requires some mastering from the keeper specifically passing it to the nearest player and get the player to head it back,

Seems risky to me. One mistake from either player and a rapid attacker could have an easy goal.
It will be interesting to see how teams use this rule though

No it won't be allowed as it is against the rules. If it were allowed and every team did this then it would defeat the purpose the rule change was introduced for.
