My verdict - Choose Penders all day!
Allow him to grow and potentially hit the ground-running in what is already a committed young team / squad building focus. Young goalkeeper integration & winning 🏆 aren't mutually exclusive, Cech & Courtois are proof of that, he's around the same age when Cech & Courtois were integrated and established into high-level teams (Chelsea & Atletico) coming from the French and Belgium league.
With respect to the other 3 keepers, this is not a case of having outstanding insurmountable or higher ceiling goalkeepers ahead of him which was the situation with Courtois, hence 3-year loan to Atletico and that came with problems in the end, as he couldn't see himself outside of Madrid having settled with family there. Struggled to settle in England for that very reason. Really want to avoid Deja Vu as you don't want to be in a predicament scrabbling to buy goalkeeper (a la Kepa dud). Need to learn lessons from the past, Penders remaining at the club will put paid to any chance of settling overseas.
Invested big and put all your eggs into the Penders basket banking on him being the one... this is the moment, no better time like the present to thrust him in as first-choice. Nothing to lose, everything to gain.

All-in on Penders is the wise pick, a no-brainer. He can be the last part of the developing spine (James, Colwill, Caicedo, Palmer, Jackson)
By all means use Club World Cup as a test bed.

I think he may had been a little unlucky in that he was injured in pre season period in the run up to the pre season tour so maybe that influenced Enzo Maresca thinking - really don't know.
I don't think he did much wrong in the games he played in the Poch season, not perfect and some say a weakness in the air, however for me the best of the available keepers with regards to decision making in when to play short and when to go longer. Brought a much needed calm to the whole defensive set up when he came in imo.
Reports are that he has improved his game and certainly must have impressed to get POTY ahead of Santos so if we get rid wish him all the best and will be sad to see him go.
