Ex-Premier League forward Chris Sutton said on BBC Radio 5 Live's Monday Night Club it was a "scandal" and "really, really harsh".
"That's not a penalty," he said. "That's absolutely not a penalty. Who knows what the directive is, but his arm is down by his side.
"We'll hear David Moyes after - but that's a scandal, I think. That's never a penalty."
Former Everton defender Conor Coady, now at Wrexham, added: "I don't like it. I don't like the rule - I don't know what is and isn't handball these days."
But Gary Neville and Jamie Carragher were both in agreement on Sky Sports that the referee got it right.
"The guilt was written all over Tarkowski's face. He knows it is a penalty," said Neville.
"Tarkowski moved his arm towards the ball. He leans into it and he blocks it. It is a penalty, and he knows what he has done.
"He knows it is a penalty. He knows that he has made a mistake."

I've just watched it. It was 100% a penalty.
Tarkowski was stood upright when the ball deflects off his team mate, who is stood about 8 yards in front of him. He then reacts to that deflection by leaning left towards the ball's new trajectory and leads with his arm, which makes full contact with the ball. Clear penalty for me.

What gets me is if Everton had got it then not a word would be said. Just as we would be saying it wasn’t a penalty.
These things happen. The ref checked with his linesman and he agreed it was a spot kick. You can see the ref putting his hand to his ear to hear the reply.
Then VAR get involved and can’t justify turning it over.
Result is a penalty and we deservedly win the game.
I’m sure we will get VAR decisions that go against us this season.
Question as I was at the game - did VAR check the Ampadu incident? That looked a really late and nasty challenge. I think if we hadn’t continued possession the outcome might have been a red and not a yellow. Ref was correct to play on but maybe it helped Everton at that point. As I said, I didn’t see any replays of it so can’t be sure how bad it was.

It’s a very well disguised hand ball, it could and has been argued both ways, but I think the officials got it right.

I remember a few years ago a similar one against skum and think it was Shaw who did same thing and nothing was given and what made it worse was they scored from that intervention by Shaw but you just didn't get pens against that lot. Ampadu tackle was similar to struijk a couple years ago against bindipppers when trailing leg did all the damage and klopp ram on pitch and influenced the red card

If there is a red card foul and the referee allows an advantage situation then the misconduct is downgraded to a yellow card. If the foul is egregious, the referee should stop the game immediately and send the perp off.
This is what referees are trained to do.

The ridiculous and flagrantly ignorant comments from those who opine it wasn't a penalty is astounding! Coaches, players and highly paid commentators at matches at this level ought to be knowledgeable about the Laws of the Game. Not a harsh decision at all!
While it is fair to whinge that the handling/handball law has changed almost every year for the last few years is fair, they need to keep up.
There are essentially two scenarios (ball to hand or hand to ball) to be considered:
1. The player is standing motionless and the ball strikes his arm (below the armpit, a recent modification). Then "next-to-his-body," "did not make himself bigger" concepts come into play. This is the argument I have seen most regarding Tarkowski. It simply does not apply as he moved his arm towards the ball.
2. The player's arm moves and strikes the ball. Presumption is that this is an offence but there are exceptions. For example, a player falling down puts out his hand to break his fall and the ball strikes his arm. This is not an offence. If his arm moves to strike the ball as he is falling, or it is the other arm, then that is an offence.
Kavanaugh signaled for the penalty quite quickly, perhaps with advice of the AR and it was upheld by VAR Oliver.
Aside from the call being correct, it was made by arguably two of the best Prem referees too.
I am invited to a pre-season managers' meeting for a league at which they ask us to present law changes and to answer law questions. Clubs at this level should do the same, although I find it incredulous that they do not do so already but choose to whinge anyway.
