Excellent idea, but maybe each country could focus on the 'next generation' and enter an U-23 team into each others domestic structure?
This is not only England or India problem. Most teams only play well in certain conditions. Its only Australia on their peak (few years back) and West Indeis in 1980's who could play well in all conditions and used to win at home & away.

With IPL ,BPL and other rubbish filling the vacant schedule its a difficult proposal to implement.
