"It is also how a number of PL clubs like West Brom and Fulham are run. Their managers have vetoes but the targets are identified by directors/scouts not the manager."
I prefer it that way, you only need to look at Kenny to see what can go wrong with giving a manager full control.

Design by committee is a flawed concept. You end up with compromise and a resolution nobody wanted - much like AV voting. You end up with the least offensive, ie boring choice.
Comolli was a disaster for Spurs, especially when Jol was there. Jol wanted experience and he got youth, rather than a mix of both. He gets a lot of credit for players he brought in, but every man and his dog had heard of Bale and Modric that Summer, he hardly discovered them. For every Bale there was a Bentley - he signed dozens and dozens of players, even a stopped clock is right twice a day.
Can you blame Bentley's laziness and ego on Comolli ?
No, but I can blame him for not seeing he was a one-paced average player who's one trick isn't even that good.
Still, he got a 30 yarder against Arsenal

The one-trick I talk about is his delivery. Talked up as the next Beckham....pah. He rarely beats the first man on corners and his free-kicks are awful. Struggles to get outside his man on the wing and simply doesn't have a Beckham-type deep cross to compensate for it. The epitomy of average. Will do a job is the best compliment I can give.
