He meant 22 outfield players. Squad will probably end up looking something like this

GKs: Cech, Schwarzer, Blackman
DFs: Azpi, Ivan, Terry, Cahill, Luiz, Kalas, Cole, Bertrand
MFs: Mikel, Van Ginkel, Ramires, Lampard, Essien
AMs: Mata, Hazard, Willian, Oscar, De Bruyne, Schurrle
CFs: Eto'o, Lukaku, Torres

If he meant 22 outfield players, why make a point of it, in the context of having a lean squad?

25 players in total is the maximum senior squad you can have, and using all of them leaves you with a proper full squad

He likes to have a minimum fo two players in every position.
