Well they could have played Wales, so I'm guessing yes.

So we could have just two home nation sides in Russia next year. Not great but not bad.

Might end up with just England, still tricky ties and NI who are way better as a team than their players abilities won't find it easy, neither will ROI. Depends on the draw.
