In 2010, I travelled to Cape Town for WC semifinal. Uruguay made the semifinal. To FIFA's relief, Netherlands won. FIFA was so worried about the financial implications if Uruguay made the final.
The reason I brought this up is reiterate that even in cricket, it is important for finances of the governing body and tournament organisers to have influential teams make the semifinals and finals.

How can you blame one country's board for the greater popularity of the shorter versions of cricket? People will watch what they find interesting. Empty stands for test matches tell us that enthusiasm for the long version has dwindled.
These days, daily attendance for test matches in South Africa is <5K (including 2K Barmy Army) even if the opponent is our mighty, incredibly talented, and flashy England team.                      They promote what they feel is marketable. The public whether its the indian public or any for that matter dont have time to watch test cricket for 5 full days. Unless you take the responsiblity to pay for their wages/ticket prices for the time they spend watching the matches you cannot blame anyone for what they choose to watch.
How can BCCI have any impact of whether the test championship should go ahead in England ir not? Who is going to pay for matches that doesnt have England playing in it, or incase none of England/India play in the championship? Are you telling me BCCI should be paying for that? 
And how would BCCI promoting test championship among the Indian public/investors make a difference to the test championship held in England?
 
                    
                                
               
                                      
                      
                     BCCI works for the political and corporate elite that are based in London. As long as Cons are ruling Britain there is not any threat to BCCI, CA, ICC or ECB's monitory channels in the colonial countries.

                     Looks like this draft for BCCI, ECB and CA to take control cricket has been approved by the ICC. No doubt they were probably given a backhander to accept this proposal despite the protest of Pak, SA, SL and Bangladesh boards.

Bengalis have been the first to break out after saying they wouldn't..  They were only introduced to increase BCCI influence at the ICC, not on merit. They have not got any better since then. They won one test against an equally poor ZIM and two against what was effectively WI 3rds.
Compare that to SL who steadily improved and won the World Cup just fifteen years after inception IIRC.
