Maybe... I don't think we'll struggle to fit any future regulations, whatever the FA bring in.
I think Fergie is looking for the next generation of long term United legends though.
Past: Neville's, Butt, Keane, Giggs, Scholes etc
Future: Fabio, Rafael, Smalling, Jones, hernandez...

Well that's what I'm saying. The counter arguement it happens in cricket, which will be the defence. Anyway the rule has uefa and FIFAs blessing. No one will take them to court, as we have learnt recently.
There are regulations in some countries I believe. Like in Italy, they only allow two players outside the EU, would be interesting to see that in England
That's outside eu, to be fair. Non eu citizens are not inclusive on the freedom of movement and trade law.

It would be against EU Employment & Discrimination Laws, against the freedom of trade i.e. restricting a EU national from 'entry' into a fellow EU nation.
They have a similar law in Spain for Non-EU players.
It's similar to the continent's version of UK's Work Permit. Whilst we can have an 'unlimited' number of non-EU players they need a Work Permit (75% of internationals over 2 years although this is flexible r.e exceptional talent or injuries) in mainland Europe (Spain, Italy not sure of Germany & France) you can have a limited number of Non-EU players who don't need to fulfill any requirements.
