Surely top 25 is obvious. He said anyone with more than 2 votes is in, and if the number of those with just 2 takes it over 25 then he'll pick them out of a hat. Then he put his mate Robben in a group with 4 potential winners, greatly lessening his chance of going through.

So all perfectly fair and above board. FIFA themselves would be proud of this

Robben was a top seeded nomination Wayne. He got more votes than the rest of his group combined
