He's only managed to score 20+ goals in the league twice, the same number of times as Rooney. Until he does it for a third time then he's really achieved nothing.

I use this method because in 2008 (for example) there were probably 10 would class CM's

Messi, Bale, Suarez ,Neymar, Ronaldo, Aguero

They would all get in my two World 11's before Kane at the moment. But he is very good.

How could you use that method if you just said there were 10 WC CMs in 2008. Using your method there can only be 4-6 WC CMs.

I think if you planted Kane in any side in world football and gave him a few games to settle he'd do well enough to impress people.
