Saw the thread title and thought it Joe Hart had been advertising chewing gum now. Obviously not. But he could use some to keep his wig in place.

The average reaction time for humans is 0.25 seconds to a visual stimulus, 0.17 for an audio stimulus, and 0.15 seconds for a touch stimulus.
Given a keeper is trained in drills for all types of saves you could reduce that time.
Not sure chewing gum would have any negligible effect as the brain can process millions of micro decisions a second.
