Response from Stream regarding the white noise - Upon investigation, it looks like our one of our encodes had an issue with sending white noise and our cdn was distributing the primary and secondary encode to different people so some people would have been getting commentary and some white noise. We have now stopped the primary encode which has resolved the problem.
At leat that's clear then
