I was offered mine months ago, to be fair.
Went to United in Nou Camp, and United Barca at Wembley.
And obviously Moscow 08, Munich 12. Also went to Sampdoria Barca in 90s

Tbf, even domestically it is ridiculous criteria that you must meet to get an away ticket for some games anyway.
Remember a couple of years ago a couple of mates of mine tried buying tickets for West Brom away but I think you had to have been to all 19 away games from the season previous, as well as something outlandish like 2 FA Cup games from 1986 as well as a very specific Stoke home fixture from 2011.
As you say, you have to build up contacts in order to get tickets anywhere these days.

Not that I have any interest in going to Baku but allocation is way smaller than CL final.

Probably do well to get 35,000 tickets each even if it was at Wembley. Although corporate tickets would be better because most would get sold to Liverpool/Spurs fans anyway because the travel is cheaper.

Spurs do have plenty of experience of European Final allocation, seeing as they were the first British team to appear in a European Final. You may not remember, Liverpool were playing in the 2nd division that season.
