I'd be inclined to go with Tanganga at the back, purely as he has more pace to face the United front line, possibly even Sanchez, instead of Vertonghen.
Think we might also see the dreaded return of the Sisokko Winks CM to give LoCelso a bit more freedom ahead of them.
Also, Jose loves Alli so expect to see him playing off the strikers probably at the expense of Lucas:

Praying we don't have to watch Sissoko and Winks again.... Lets get guys on the ball in the middle of the park who can actually play. Obviously we lack any proper defensive protection in midfield, we'd be in much better shape if we could sign Holberg from Saints this summer
I would go for Tanganga in defence too, based on his performance in a big game against Liverpool. Think he might step up to the plate.

City's case heard next week, 3 day hearing 8-11th. Not sure how quickly the decision is issued.
