To be fair, I’d imagine a lot of Germans would find it funny. I’ve met a few around the world in my time, and they are good folks to have around, and don’t mind taking the piiiss out of themselves.. Even on touchy subjects.

Not only that, but the Germans actually come off best in that episode - even though they're mercilessly taunted by Basil. They're presented as intelligent and cultured, whereas Basil and the Major are the fools, the half-wits, to be wondered at and pitied.

If I remember yhe German guests had the last word remarking how did they ever manage to win the war or words to that effect

I think a TV show can only be considered racist if it punches down.
In Fawlty Towers the butt of the joke was always Basil's reaction to everything he didn't consider English and/or proper. He nearly always looked like the idiot.
In OFAH Del Boy did use the 'P' work to describe the Pakistani shop but that was in common use at the time. I mean it's a literal shortening of the word much the same as using Aussie really. Just a shame it's been hijacked for more nefarious reasons. Also, Del Boy was friends with all races and again, just like Basil Fawlty, it would usually be his ignorance that would be highlighted with Rodney being the social more 'right on' conscience in the show. Pretty much like Polly in Fawlty Towers.
Race is a very difficult subject though and one I will never claim to be an expert on. Where I live it's vastly majority white so I don't get to know what the BAME community think. I like to think I treat everyone with respect though and that's the way I'll continue to live my life.
