Just to be clear, this has nothing to do with the charges against City. It’s a tribunal ruling on the consequences of City’s case against the APT rules, which has judged them to be void now since their implementation.
Ultimately, it just shows the PL’s (and the clubs) incompetence at drafting rules, we’ll have to wait and see what the real world impact is though, wouldn’t surprise me if Forest and Everton in particular are preparing suits.

Considering how serious the charges are, if they simply are charged with not providing the information in a timely manor and delaying everything, they get a fine and thats will feel like a win for them. What other chairmen think won't even come into their thinking.
Other than that it's an all or nothing situation ,which will result in no further punishment or really serious punishment, ie transfer ban, points deduction or relegation. If they were found guilty, although I don't want to see it, relegation would be justified, for me. However I don't think that will happen. I've always thought having read the leaked emails etc than they'll be found guilty and the punishment will be the obvious fine and then a transfer ban and points deduction on top of that.
It really does look like an all or nothing case however as the majority of the charges are basically the same thing.
I also dont think the big spend in January tells us anything. Firstly why City would know the punishment well before anybody else and secondly because they weren't doing anywhere near as well as they expected and therefore needed players, young players to take them forward due to the aging players who left/will likely leave at the end of the season.

from, it’s never been that, it’s about 128 if people really want to consider every single one separately).

What I don't understand, and would be interested to confirm with someone who actually understands the subject is whether running cost, player/manager contract, sponsorship laws etc etc related to competitive sport ever really fall within regular (non-sporting) competition laws.
Like I said, I don't have a legal background but surely they wouldn't, the whole point is they're trying to achieve something irrelevant to regular business.
