The "lightning rule" is nothing to do with The Americans or US sporting agencies . It's all on FIFA who create these directives.

Whilst it may not be a law as such the 30minutes after the last lightning is 100% standard protocol over there. Nobody in their right mind is going to risk player safety at a showcase event far less anything lesser. If FIFA had decided on anything other than that standard protocol they would have come under intense pressure. Americans just accept it and get on with life like some countries just shrug and accept power cuts, late trains or scheidt service - think of how Americans view these.
