At the expense of smaller clubs without the revenue to compete, yes.
teams like everton and swansea arent doing too bad while not spending loads of money, and the FFP isnt even in effect yet. clubs would have to choose wisely on who to spend there money on, which will probably reduce player costs since no1 is going to pay £80m for a player like ronaldo ever again.
But if its based on income then Man Utd, Arsenal et al with large onshore and offshore fanbases and large stadiums bringing in the dough will still be able to spend significant sums, whilst Wigan, for example, would have about £2m to spend a year, resulting in an even bigger gap.
even without FFP, wigan weren't going to be spending big money on players unless they were bought by a billionaire. no club can expect to be like man utd or arsenal over a couple years anyway. like man utd did when the PL started, they will need to rely/invest in young players from the academy. obviously, the better players will be bought by the bigger teams, but then if they invest that money wisely, they can slowly get better and better
need some more rules/regulations to prevent the top clubs from snatching prospects for free from the smaller clubs too though

If Leeds had won the premier league for the first few years rather than Man Utd, they could arguably be one of the biggest clubs in the world now. If they got promoted and won the premier league in say 5 years they still won't be a huge team because teams such as United have already got the massive overseas support that their success has brought them.
Also Man Utd didn't rely on young players at start of PL. 93-96 they had players such as Bruce, Pallister, Irwin, Parker, Robson, Kanchelskis, Cantona, Hughes, Mclair,

It's the emotive language they use. They make it seem like it's the worst thing ever and a major disrespect to Eddie when it's just another ploy used to help heel characters get over.
