I take that report with a pinch of salt but realistically if I was in his shoes I would not take it if I didn't have minimum 20m.
that's the investment needed to get the team to the next level if spent well. Aiming at getting 5 x3m players for the first team and use the rest to bulk out the squad, get some players in with big potential for the future.

Minimum 20m was for the transfer budget not the wage budget.
A lot of players will leave (please god) so that will free up wages too.
