Unlucky may not be the right word, spurs are most certainly the biggest underachievers of the pl era and there is no getting around it. Maybe everton challenging them.
Even without spending tonnes of money they "fell upon" or "unearthed" gems like harry kane, dele alli, rose and walker. They bought upcoming talent like alderweireld and vertonghen, had genuine class in modric and bale. Spent big on players too and had a world cup winning goalkeeper. With all that other a 4-5 year period they never seemed to get over the line, in a time where imo, the league has been at its weakest period since around 1996.
Chelsea won the league twice the last 5 or so years with very average sides, leicester also won the league and it has only been the last year or two liverpool and city have taken it to the next level.

Not sure luck plays a part, but spurs missed a fantastic opportunity and spurned several chances.

Liverpool on the other hand had a poor side, but have improved it steadily year on year. A few times they got close (suarez and maybe another year) but they have still, whether luckily or not, won euro cups (UEFA cup golden goal own goal, instanbul)

Most unfortunate in the PL alone has been Liverpool. They should have won it in 2009, but drew too many games following SAF ruffling Rafa's feathers. Then it was in their hands in 2014, yet they blew some critical games in the final weeks. Last year they got 97 points, which would have been enough to win the league in the majority of seasons gone by, but City's consistency was remarkable (particularly as they were 8 points behind at one stage).

Then, just as they look like they're finally about to break the 30-year duck, the coronavirus halts everything for the foreseeable future. I have no doubt they will win it once this all blows over, but it just seems like circumstance, fortune etc doesn't seem to favour them in the PL when they've challenged for it.

With that being said, in the 30 years they haven't won the PL, they've still won every other competition there is to win. So, from that point of view, they can't really be 'unlucky'.

Some of those games, extremely lucky to win as well samir, judging by your measurements. The CL final was a miracle, the most on fire striker missing a pen and an easy tap in rebound. The UEFA cup final v alaves. The FA cup final where arsenal dominated and liverpool got two late goals.

I struggle to see how a club who has won everything in the time period you speak of, including the pinnacle of club football, twice, can be described as the most unlucky. I'm sure there are much more worthy winners of this title.

Liverpool . maybe the fans and klopp were right not to count their chickens too early. God is a United fan.

Chelsea is just a glory hunters club really. Even at their "average" the squad cost millions to assemble.

If you say Spurs "fell upon" the likes of Kane, why Chelsea haven't ask yourself?

Until this season, when they were banned in the transfer market, Chelsea forgone their youngsters - which is how Spurs unearthed Kane, and dipped into the transfer market spending more than the GDP of so many countries that it is a shameless exercise in playing real life FIFA
So let's not talk about Chel$$$$$$ea

What about Wenger's grand masterplan? Get a shiny new expensive stadium and then dominate world football. We all saw how that ended up.

I actually watched the Istanbul CL final recently due to lack of sport action and I was shocked at the number of chances Milan missed.

That double save by Dudek in extra time was a joke. I actually think Liverpools win that year was luckier than the Chelsea smash and grab.

To be fair that was a damn good Milan side

I was going to add arsenal though, simply because during the Wenger Fergie Era, I believe we should have won at least 2 more PL titles and the FA cup that Owen "spare me the masterclass nonsense"led a smash and grab to gift houlier one of many smash and grab trophies he won in his time at your club.

Joke? It was outstanding and basically won us the cup. When that rebound came out, I thought that was game over. With a considerably worse team, we clawed it back with a change of tactics in the second half and an inspired performance from the captain.

All I wanted in the second half was to score a goal and keep them out. What a night.

And? You can't do much win the other team goes gonna crazy run. We were playing much better but then were winning tight games. I remember a string of 1-0 wins from them and subs winning it in the final stages of the game. It wasn't really unlucky, simply we had the better team but they had the better squad and it showed towards the end of the season. We had Torres injured for much of the season, had lost Crouch after he wanted first team football and Robbie Keane wasn't given a chance and sold after six months due to boardroom politics. N'Gog was therefore our striker. Luck was nothing to do with it.

Also in regards to CL, we made the final again against Milan in 2007 and completely outplayed them but lost. They got their own back.
