Yes Suarez's arm was in the air. Yes it might have stopped a goal scoring chance. However it was quite clearly unintentional which is the overriding factor. He wasnt facing the ball. In fact his eyes were closed. On that basis it was never a peno.

Suarez off the pitch is a very nice guy on all accounts - just an absolutely bloody psychopath on the pitch.
Now I've calmed down I find it so hard to hate our best player and I'm sure by next season it'll be forgotten by Liverpool fans but today I still feel sick.
