Not suddenly. Against stronger opposition (Australia, India, South Africa - he hasn't played Sri Lanka yet) Swann's record is quite mediocre.
16 tests, 58 wickets @36.87, SR 72.4, 3.6 wickets per test. Not the kind of bowler I would want in a World XI.
Unfortunately, there are no other decent spinners in world cricket today - so I'm just backing my hunch. From what I've seen of Tahir so far (admittedly not a great deal), I think he would do a lot better against similar opposition. I'm hopelessly biased in favour of legbreak/googly bowlers anyway.
At the end of this summer, after Sri Lanka and India have played England, I would have a more definitive picture of how good Swann really is.

Sehwag, is that the guy that was brought in to strengthen Indias pathetic cricket team against England this week? and scored GOLDEN DUCK and then GOLDEN DUCK I will stick to Strauss and Cook thanks, who made almost 400 runs between them in 1 innings
