Transfers work the same way at most clubs.
Managers point out what they need to the technical director.
Scouts (who work for the technical director) go and find who is available to fill that need.
Directors then present a list to the manager, who makes the final choice and then works with the technical director to persuade the player to join. I say directors because the technical director has to coordinate with CFO to make sure budgets are adhered to through negotiations.
The club then signs the player.
Not very difficult to understand, is it? The technical director is the one who chooses who goes on that list. He is the one who is responsible for FFP, PSR, Budgets (wages and transfer fees), availability etc.

In the big transfers, the entire club is involved.
So when Arsenal signed Declan Rice for £106m the CEO and Josh Kroenke were also involved because it effected club finances for years!

What deep dive Castor? Sorry if it doesn't fit your agenda.
Arteta said he wants a striker. He has already told everyone he thinks it's the priority.
It is up to Berta to get his first choice, and then move to second, third etc. within the budget he controls.
When the first choice is available, but his parent club is being difficult, it is up to Berta to decide if he should move to the second choice. He does not want to make the mistake of moving too quickly and regret later that he could have got his first choice had he waited.
That's not Arteta. It's Berta. Look at the signings we have made. They were cheap or had a release clause so he could get them over the line quickly.
