regarding signings I believe each club always has a period where they have a very good backroom staff and scouting network and of course a good coach/manager to make them successful.
Wenger literally reinvented arsenal because of it, clubs like leicester and wolves have done it well recently but thats only if you are working on a very low budget.
To win the top prozes you have to spend.Liverpool would not have won anything without altering their transfer startegy to accomodate allisson and van dyke.
transfer wheeling and dealing only worked when united were the only rich team.
There are at least 3 mega rich teams in the PL (Chelsea, City & United)
You cant win it by wheeling and dealing.

Hard to say. Neto is a class act but he won't start each week when we have Podence, Neto and Traore to fit into 2 spots. Same with Dendoncker, most Wolves fans would start him but Nuno loves his boring Neves Moutinho sitting deep set up
