He wasn't grabbing at Flannagan's leg. His momentum after winning the ball took him into Flannagan. It's no different from similar slidig tackles like that when the follow through takes out the player, but clean contact with the ball usually won't see a foul blown.
I believe that pen was given because the ref didn't see the keeper's contact with the ball.
But Sturridge was fouled though.

That's an extremely silly analogy. It's more like comparing a keeper punching the ball from a set-piece and also hitting a player in the same motion. That happens often and pens aren't given. The analogy youve drawn is completely unrelated with the incident.
