Handball has to be intentional, the 2 Leicester ones and the Vertonghen one were not.
The problem is with the referees, as many of them have a propensity to habitually give certain clubs the benefit of doubt with such decisions.
As we saw at Klanfield yesterday, Mike Jones was quicker than Clint Eastwood to point to the spot (twice).
It's about time refs were held accountable.. it's human nature that they'll make mistakes but they really must do better.
I don't think video technology is the answer, for a start a lot of decisions would still be up for debate even with every angle at super slow mo.. then you've got the issue of slowing the game down..
Besides, what fun would it be without the controversy?

Its easy to blame the referees (and in some cases perfectly justified) however if players behaved more honestly in the first place the referee would only have half the amount of second guessing to take care of before making a decision, see Fabregas last week who lost out as a result of systematic diving amongst various Chelsea players over the weeks leading up to that match.

Also, didn't the ref give the free kick against Rob Green? If so, again it is personal interpretation of the rules rather than failing to spot what happened.
It's been piiiss poor. You are guaranteed at least 3 really dreadful decisions each weekend.
It absolutely has to affect the outcome of the finishing positions in the table, it doesn't matter what anybody says.

It all depends on circumstance and a bit of common sense. If the ball is struck towards goal and an arm is outstretched (Smalling) then that would be a strong case for a penalty, accidental or not. If the ball is cleared by defender and deflects back against his arm (Vertonghen) then any penalty claim is basically a clear case of being desperate from the attacking team.

There's a clear line we need to look at, decisions on video replay can't be made if the game is still in play, but say a goal judged to be offside, or handball and the ball is out of play,
I can't see it happening anytime soon but with the options at hand games will be fairly judged
But would it affect atmosphere's?
The handball in close quarters from a player is one of the toughest calls for a referee, generally it appears harsh either way. You have to consider a number of things such as the natural position of the arm/body, distance from the strike and intent. It seems to often be a genunie 50/50 call that can be interpreted as both a penalty and not.
In my opinion the players have a lot to answer for and if they conducted themselves with more intergrity the referees would have a much much easier job managing the game and making the call on those difficult decisions. If referees are to be held accountable for their actions on the field I absolutely fail to see why both players and managers shouldnt have to come out and justify why their player/they dived/handballed it/chopped down/feigned an injury. It seems far too easy to blame the official for making the wrong call based on deliberate bending or breaking of the rules by one or more others on the field.
The refereeing is appalling. Seen some quite dreadful decisions this season such as:
No penalty for Long vs Everton
No handball given on Alcaraz vs Swansea
Aguero booked for diving vs Southampton
Cahill not booked for the shameful dive vs Hull
As for the 'it's only handball if it's intentional' ruling.... Total rubbish. There are hardly any deliberate handballs throughout the season. However there are plenty of occasions where players stick their arms out to make themselves wider hoping that the ball strikes their arm and blocks the shot - technically it's not intentional as they had their hands there in the first place (see Smalling yesterday) but they're anticipating where the shot might be heading.

The only technology I'm in favour of is goal line technology which should be straightforward, it's either a goal or not.
Refs along with everyone else make mistakes, I'm also a firm believer that things even themselves out over the coarse of a season so I wouldn't want to see video decisions made.
I wouldn't want to be a ref but I think Dowd got every call right yesterday
