The only thing he done on the inside is clinch excessively, that is illegal in boxing. It wasn't just 2 or 3 times, whenever Porter got close, Brook clinched. That's showing a lack of inside game. He didn't show any offence or defence on the inside.

He's basically just gave a essay definition of clinching.

It's only illegal if the ref calls you up on it, there were no warnings so he carried on doing what he had to do which shows a sound mind and tactical awareness.
