I think people on here are avoiding logic in the desperate hope that Rooney will leave for huge swathes of cash.
He is on £250k a week (or so) and has another 3 years on his contract. Unless he desperately dreams of playing in China, he aint going anywhere... No matter how much people will it to happen.

The temptation for him would be that he could go to China, stay there for 3 years, earn £100m
Then go to states and play another couple of years and live there with his family if he wants
Transfer window has closed in China.
All of the squads have their full quota of overseas players.
If he was to go there in the summer window , likely some team would have to buy out the contract of an overseas player to accomodate.
If it's purely down to money, China is a no brainer though. He'd never get anywhere near that amount elsewhere.

Even then, I think a few bigger Euro clubs would take a punt on him. Probably a fair few PL clubs too, and with the league awash with cash, he wouldn't have to take that much of a pay drop.
