Guardiola fielded a fully foreign 11 last season in 3 of city's last 5 games without even an Englishman getting a second of action even from the bench. Not acceptable at all.

So you're saying that just for the sake of having an Englishman on the field, Mourinho should pick them over the more in form foreigners?
Bottom line is, if you could handpick any Englishman to put in our first XI right now, how many would you even take? I can only think of Kane and possibly Walker/Rose...other than that, no one else is even remotely good enough.
Sterling would get into your team and improve it.

That statement 'As a general note, the pool of English talent will get smaller and worse as the years go on' strikes me as baseless too. We can't predict the future but it seems strange to predict that the talent pool will shrink at a time when our youth teams are doing especially well after a period of sustained investment and (at long last) some sensible reforms in the direction of technique-based coaching.
As for the OP, it's every English club's tradition to have a core of British players, because traditionally the game was mono-cultural. It's not a special Manchester United thing. I cherish the fact that we have brought a lot of youth players through into our first team and I hope that continues. I don't take greater pride in a player we have purchased being English. Would Evra, Cantona, Solksjaer matter more to us if they were English? Would Rooney and Carrick have a lesser place in our history if they were Belgian?

My dad had pretty much given up on football and hated the corporate nature of the game, but the rise of Rashford has really piqued his passion again. I don't think we should take that sort of passion for granted.
Obviously, the players need to be good enough... But we should be willing to give them chances instead of buying in ready made players at every opportunity.

I'm not so certain. On one side of human nature is the preference for the familiar, the 'ours'. On the other hand, there's the appeal of the exotic. The latter, in football fandom terms, can translate into familiarity breeding contempt and the tendency to rate foreign stars more highly. Our own supporters have been ambivalent to say the least about Carrick, Phil Neville, Nicky Butt, Rooney, Cole at various times. Some foreign players have received unconditional love. I don't think nationality comes into it on a consistent level.
