The Arsenal team of the late 90's and the Arsenal team of the early 00's are remembered as a great team. Granted one of them had the whole unbeaten thing, which helps, but the other was a great team because of the title they won and the way they played in doing so. You could argue the other great side of the Prem era, that wasn't a United side, was the Jose team at Chelsea first time around. Never got close to winning the CL but went down as a great side due to their dominance in the Prem over 2 seasons.

Indeed, but they're viewed that way domestically. You need to impress in Europe if you want to be remembered on a wider scale. Both of your cases underline that point. Any fans who do remember those Arsenal and Chelsea teams outside of Britain will probably have them down as good sides, but nowhere near the all-time greats.

Similarly, I wouldn't say many people outside of the UK have either of Fergie's CL-winning sides down amongst the all-time European greats - though I'd say that United would be, in a somewhat different way, when viewed over the entirety of Fergie's tenure.
