However, you cannot deny that he has (for the most part) backed his manager's in the market. £60m on Di Maria, £40m on Mata & Matic, £35m on Herrera, £90m on Pogba, £75m on Lukaku, £50m on Martial, £30m a piece on Lindelof and Bailly, £30m on Shaw, got Sanchez when City wanted him, £50m on Fred.
The problem with Ed is that he's not a football man, and shouldn't have been letting manager's spend money without a clear strategy behind it (led by a DoF), but that's his naivety in a new role that ultimately he's not qualified for.
Ed has no incentive to put a DoF in place and cede authority, but that's the main criticism that should be aimed at him because to be fair he's put up the money for successive managers to waste.

Nobody's arguing about the lack of funding although last summer he refused to financially back Jose which smacked of cutting off his nose to spite his face and between the 2 of them they effectively sabotaged the season.
