Well in a way Boris is a victim. He supported City before the buyout, and has done no wrong.
He would be punished along with the club if the ban is upheld

The only real victims are the other clubs, and their fans, who have done the right thing, acted correctly, and have been denied success they might have otherwise enjoyed due to another club not doing likewise.
Deep down City fans knew full well their club was, and is run by corrupt individuals, but didn't care, as long as they were winning trophies.
Don't have one iota of sympathy for City supporters if I'm being honest.

I think that was because they'd identified the travelling support of all English clubs as a nuisance.
