The only thing I have an issue with is giving a contract extension which makes me think that the club didn't think he was guilty

They were clearly waiting for the CPS decision. You don't wait until June to extend a contract that runs out that month.
As you say yourself, even when June 30th came about his departure wasn't announced.

Theres no real telling what was in the contract we offered. Could easily have been a clause stating he'd be fired or suspended without paying if charged or found guilty, which would explain why he turned it down.

They probably expected a different decision by the CPS. There was probably a contract ready to be signed in the situation where he is cleared. Which is why there was no official announcement of him leaving on June 30th.
I certainly don't believe he was asking for silly money to stay or his wages were an issue in the contract negotiations.

Yes very possible. But I suspect it had more to do taking a pay cut. It could have been another 2 years before CPS decided the way this case had been progressing so far.

Most of us expected a different outcome from the CPS judging by the time it had already taken without any real progress. But announcing that Arsenal are negotiating with Partey is a massive PR own goal.
I believe they wanted Partey to take a paycut which he wouldn't do.
I do suspect the CPS only moved because of the very real risk of Partey moving to a non extradition country like Saudi Arabia.
