I guess the problem is that we have extremely high standards for what we deem enough for United manager.
Trophies, of course, being one of the biggest things they'd need on their cv, you'd imagine, but when you actually look at the managers available that would be deemed good enough for United, there aren't actually that many that have won lots of trophies.
Mourinho, Pep, Ancelotti and Capello are probably the best qualified in the trophy department but not really available anyway, and I wouldn't want Capello.
I guess if a manager can win trophies in Spain and isn't managing Real or Barca then he must be doing something special.

It's 99.99999% not going to happen, but it's not impossible, just highly unlikely.
I think the country is relevant. As it needs to consider the economic framework of that league as well as the club's standing in the league compared to other sides.
Dortmund are the second biggest club in Germany and just needed rebuilding. They were able to sign up some of the best players in Germany for reasonable fees as a result of their standing as well as the teams above them, bar Bayern, not being on a level financially or on the pitch for them to compete with them.
Atletico are doing a similar job in Spain, yet they've spent a lot more than Dortmund did, it's just nowhere near as much as Barca and Madrid, and due to that, depending on how well they do this season, their achievements could be even more impressive than Dortmund's have been.
It could probably be done in Italy, I just doubt it could in England given how many rich clubs there are in the league.
Agreed VC, I meant nowadays. The youth setup and general set up in Germany enables a team like Dortmund to succeed easier than they would in England.

But hypothetically why couldn't a club in England buy the same players Klopp has at Dortmund, it's not as if they were all players that were massively in demand and would have gone to a PL rival for big bucks? Surely their success was based on shrewd signings, great management and a very good youth set up. 2 of those 3 elements can be replicated in other countries.
Because down to the PL clubs being richer in the prem it's likely that the players signed by Dortmund would have cost a lot more had a PL club signed them.
And as I said, there's also the situation with it being Dortmund.
