The lack of a Champions League or European Cup goes against Arsenal, but Arsenal were still considered bigger than Forest and Villa when they won it.
Arsenal have tended to win league titles in most decades since the 30's rather than be a team that wins a lot of trophies in a short space of time, a consistency, which goes in their favour.
The better side does not mean bigger. Liverpool are a bigger worldwide team than Arsenal even though Arsenal have had the better team for most of the last 15 years.

There are hardly stats for it. What is there a survey that asks every single person on the planet which football team they support? Because nobody asked me.

We have never been relegated........
Except this one time
Two reasons why Chelsea have passed Arsenal:
1) Russian money
2) Wenger being a complete t'it
Reason 3 is linked with Reason 1
So what you are saying is Arsenal have underachieved
Wayne bridge goal vs us in champions league quarter final at highbury 2004...the moment we knew greatness was around the corner for Chelsea and that Wenger was done.
