For me, the main thing that console gaming used to have over PC was ease of use. Could go out and buy a PS2 bundle and a memory card and things would work straight out of the box. No fiddling around with compatibility issues, drivers, graphics options, unforseen crashes etc. it just worked. Sadly the last two generations have seen a massive increase in multi-gigabyte day-one patches, with games often released half-finished or in a completely unplayable state. With that the consoles lost the biggest part of their appeal for me. With the latest systems being relatively underpowered, a relatively lacklustre library and the addition of mandatory online subscription to PS+, I'm no longer interested in consoles.
Can now get most of the games I want to play on PC, plus there's a colossal back-catalogue of old games I could play, often at ridiculously low prices. Mods, different genres, free online, backwards compatibility and very good community support have drawn me towards PC gaming. Don't even need an expensive machine any more and PCs keep getting cheaper. My 1997 PC was around £1000, my 2006 PC was £550 and my 2014 PC was £435.

A good point about genres. PC really caters to gamers where i feel gamers just have to accept what consoles give them.

The Xbox will have mods for fallout though I think, windows 10 in general may be a good thing for it. Never as good as PC though I agree.

PC gamers are like vegans or people who do cross fit/go the the gym in the fact they love to tell you about how great it is even when you don't ask.

Upgrading every 6 months is a bit of a myth. Most gaming companies make the games for a relatively modest PC Rig, because they need to cater to as wide a section of PC Gamers as possible. The other thing is that if you buy a high/mid range machine these days, generally you can play all the new games on the Ultra settings for at least 2 years easy.
Very often a better rig just means better graphics and effects, that aren't strictly needed to play the game.
