It's A level equivalent standard in speaking, listening, reading and writing.
Home Secretary, Shabana Mahmood, said:
This country has always welcomed those who come to this country and contribute.
But it is unacceptable for migrants to come here without learning our language, unable to contribute to our national life.
If you come to this country, you must learn our language and play your part.

Yeh I didn't think they meant passing A level English. The government website says an equivalent test though.
The Secure English Language Test must be conducted with a Home Office-approved provider, and the results will then be verified as part of the visa application process.
I've just seen her parents were both immigrants. Dad a civil engineer and mum worked in a shop. Did they need as high a level of English to contribute to this country? Probably not, as is the case with many immigrants which is why I think her comment is a bit stupid.

Just compare the standard of cabinet ministers:
'97 - Gordon Brown, John Prescott, Ann Taylor, Margaret Beckett, Mo Mowlam, Jack Straw, Robin Cook, Frank Dobson, John Reid, David Blunkett, Geoff Hoon, Claire Short, Donald Dewar, Harriet Harman.
'25 - David Lammy, Rachel Reeves, Shabana Mahmood, Wes Streeting, Bridget Philipson, Emma Reynolds, Heidi Alexander, Yvette Cooper, Steve Reid, Peter Kyle, Ed Milliband, Darren Jones, Pat Mcfadden, John Healey.
One (by and large) a stalwart group of political heavyweights essembled after 18 yrs of opposition.
The other (with one or two exceptions) a bunch of political lightweights who seem to have been picked out of a tombola on a work weekend away to colchester.
The least they can do, the very least, and it's a no-brainer, is bring back Jess Philiips. But nah, Shabana Mahmood ffs.
