I’d suggest that it is entirely understandable why many, many people do not feel the need to take part in a minutes silence for Elizabeth Windsor, or indeed any other monarch.
Trevor Noah covered it articulately during his “between the scenes” bit. A myopia from some (not saying you) within the UK about how the queen, the monarchy and its role in the world during the time she was the queen might be why some perceive the minute silence as asking too much.
Minutes silences for political figures or heads of state in general is always going to court controversy.

What they are achieving I would infer would be an understanding of their position vis a vis the attempted imposition of a period of silence on them.
Fans “disrespect” their fellow fans and indeed the club they support on a weekly basis, on places like this even more frequently.

Oh I’m not doubting it could be construed as impolite. You mention the spirit of the occasion. The occasion is a football game. As someone mentioned above, if you turn up at the funeral and boo it, then that is nakedly disrespectful. That’s what the Westboro Baptist church do for example.
The people who are attending the game bought a ticket to watch a football game, not a ticket to take part in forced silences or to grieve someone who they quite reasonably may feel nothing but contempt for.

What they are achieving I would infer would be an understanding of their position vis a vis the attempted imposition of a period of silence on them.
Fans “disrespect” their fellow fans and indeed the club they support on a weekly basis, on places like this even more frequently.
And indeed if it is a request, then the mere act of declining the request is not in and of itself disrespectful. I could request that you dress up as a chicken. You declining the request doesn’t make you disrespectful. And FWIW I’d never ask you to dress up as a chicken 😃
