Scotland gets given a proportional income as to that spent in England.
If England spends less on the NHS (due to privatisation) then guess what? Scotland gets less to spend too.
So every time England spends less on the NHS, Scotland has less to spend. And if Scotland has less to spend on a fully public NHS then it becomes impossible to resist turning to the private sector to fill the gaps that are created due to funding decreases.
Any Scottish political party would have to turn to the private sector, even if we elected the NHS Party that's only policy was to not privatise the NHS. They would find it pretty much impossible to resist.

Yes. The Scottish government does. It can choose where to spend the money it has.
However it doesn't have the power to make wholesale changes to the countries tax system in order to raise more money which could be spent on the nhs.
It can't for instance scrap trident and put that money to good use. Or force companies based here to pay their taxes.

Yes, Scotland gets more per head than most English regions.
Scotland is however a net contributor to the UK and has been for pretty much every year for the last 30+ years.
So Scotland pays in more than it gets back.
It should also be pointed out that, pre-working out of the Barnett formula, national projects are paid for. These items are almost exclusively in England (I think one of the projects are in Wales or NI). These also include transport works in England (transport work is as you are aware a devolved issue, meaning that Scottish taxes contribute towards English projects but English taxes don't contribute towards Scottish projects).
